Ms. Scalfone earned her J.D. from Syracuse University College of Law, where she served on the Syracuse Law Review. She also earned a master's degree in Environmental Science at 
SUNY College of Environmental Science & Forestry, where she has taught Water Law and Environmental Impact Analysis graduate courses.
 She earned her B.A. in Government from University of Maryland while serving in the U.S. Navy. She has lectured to peers and business groups on shale-bed methane production, water rights, contamination, and property issues. Ms. Scalfone co-chairs the New York State Bar Association's Committee on Water Quality and volunteers for the Onondaga County Bar Association's Neighborhood "Talk to a Lawyer" Program.
